Taxis and LPG is much cheaper and more environmentally friendly than gasoline. The State Government has recently (finally!) Green light for hybrid vehicles as taxis. It's a start. But given the advantages of petrol and LPG, to bear the huge cost of the taxi operator where he should be an immediate change to the rules you propose in which ... is not just overnight, but gradual change is taking place. The cost of LPG is also increasing. Here's a recent article:

It is a good point. If funds are available, the government needs to regulate. Hybrids are becoming more affordable today so it should not be too difficult to push, to help our environment. But at the same time expecting prices up, it may be a bit friendlier, old taxis because they are destroyed or replaced on the ground with the new environmentally friendly models in the next 10 years accrued.
